Zambia Approves 24-Hour Economy Programme to Boost Growth and Opportunity

Zambia has taken a significant step toward economic expansion after the government approved a 24-hour economy programme designed to extend business operating hours, increase productivity, and unlock new opportunities across key sectors.

The decision was reached during a Cabinet meeting chaired by Hakainde Hichilema in March 2026, where authorities agreed to allow businesses, markets, and transport hubs to operate round the clock as part of a broader strategy to stimulate economic activity. 

Government officials say the policy is aimed at maximising the use of existing infrastructure while encouraging continuous economic engagement beyond traditional working hours. According to Information and Media Minister Cornelius Mweetwa, the shift will require more supermarkets, markets, and bus stations to remain open throughout the day and night. 

The programme is expected to create jobs, improve service delivery, and increase competitiveness across sectors such as retail, transport, manufacturing, and hospitality. By extending operational hours, businesses can generate more revenue without necessarily expanding physical capacity, while also introducing flexible work arrangements such as shift systems. 

However, authorities have clarified that participation in the 24-hour model will not be compulsory. Businesses will be allowed to adopt the system based on demand and their ability to sustain extended hours. The rollout is expected to be gradual, starting with sectors where late-hour operations are more practical. 

Economic analysts view the move as a structural shift in how productivity is organised in Zambia. A 24-hour economy allows for continuous use of resources, reduces idle time, and creates space for increased economic output. It also opens opportunities for small and informal businesses to expand operations and integrate more fully into the formal economy. 

At the same time, questions remain about implementation. Reliable electricity supply, transport systems, and security will be critical in sustaining round-the-clock activity. Without these supporting systems, experts warn that the policy may struggle to achieve its full impact. 

The initiative reflects Zambia’s broader ambition to strengthen its economy and create inclusive growth. If effectively implemented, the 24-hour economy programme could transform how businesses operate, expand employment opportunities, and position the country for higher levels of productivity in an increasingly competitive global environment.
